The Central Library, RMC is a developing library with the lone objective to provide better collection and services to support the academic requirements of the parent body. The library building under UGC VIIIth Plan on the first floor of the Central Block of the college is housed with 19638 books and 30 periodicals, along with a number of leading national and local dailies. The library has created an online Database of its total collection using SOUL, 3.0 and is automated with computerized processing and circulation services. An Online Public Access Catalogue (OPAC) has been created by the library, through which books can be searched (with keywords) through computer easily, giving exact location of the book in the library. The library provides various modern facilities like Barcode-enabled computerized Library Card, Internet, Reprography, Inter-library Loan, Online Searching, E-Resources, Consortium-based Services, etc. The library has the facility of Departmental Library for each department, having a separate collection on each subject. The library is also enabled with the facility to access the electronic resources of INFLIBNET Centre, UGC, by registering through the N-LIST Programme (National Library and Information Services Infrastructure for Scholarly Content) of UGC, including electronic journals, electronic books and bibliographic databases. These resources include a wide range of e-journals and e-books which can now be accessed by launching through Internet Browser with the Username and Password of the college. It is also to be mentioned that the Central Library has established association with the British Council (Library and Information Services), Kolkata, to access the online resources of the British Council, through the Institutional Membership Cards and Login ID and Password of the college.

Looking back, the library was established in 1971, being christened as ‘Bipin Chandra Memorial Library’ with a small collection initially donated by Sri B. C. Gupta, an eminent citizen of Malugram, Silchar and gradually by few other elite group and academicians of the region. It was then maintained solely through College Fund by the office employees as custodians, followed by Sri Biswajit Chakraborty as the first Librarian of the college with State Scale. In subsequent time the college got the registration of 2(f) and 12(B) of the UGC ACT, 1956 after which the library started having UGC funds which led to the further escalation of the library, with Sri Bibhuti Choudhury as a fully qualified Librarian of the college with UGC Scale. The library at present is scaling new heights under the present Librarian Smt. Sonali Choudhury Biswas.

A spacious reading room has been provided for the students, with access to newspapers and journals. They are also enabled with free Internet facility for their learning purpose. The library also provides Career Information Service to the students with access to competitive magazines and Employment News in the library, and also displaying various career-oriented information on the Notice Board of the library. A Library Orientation Programme is conducted every year to train the students about use of library and library resources, and also as to how to access the electronic resources available in the library. Besides the library has a Book Bank for the financially challenged students, where students can avail the facility of borrowing books for the whole session. Besides this, the library has separate collections on ‘Ready Reference’ and ‘North-East’ and a ‘Special Repository Centre for Barak Valley’, to collect documents related to the history, culture and literary heritage of the region.

Library Awareness cum Orientation Programmes are organized by the Librarian from time to time for the Teachers and Staff of the college to explain about the multi-faceted role of the library, the internet resources and the e-resources which can prove immensely helpful in their teaching-learning process. Book Exhibition is also organized by the library for the teachers and the students to browse their books of interest and select books for the library. Also the installation of the Digital Library Software along with a Server is another accomplishment of the library, where all the resources of the library in digital form will be stored in the Digital Library. Besides, the library also conducted User Survey to ascertain the responses and the opinions of the library users and the plausible suggestions which can aid in improvisation of the library. The library is advised and supported by the Library Committee under the aegis of IQAC of the college, to advice in the matters of development and management of the library. The Librarian is the member secretary of the committee. The library acts as a hub for the Self-Financing Diploma Course in Library and Information Science, where the students are given practical training in the library under the guidance of the Librarian as the Course-Coordinator.
